The TCS (Tactical Control System) is designed to operate with all branches of the U.S. Armed Services and is currently being utilized in two NATO countries, the United Kingdom and Canada. The system can be configured in racks for ship-based operations, shelterized as a land-based system, or integrated into a shelter on a HMMWV.

There are five levels of TCS functionality. Levels I and II enable receipt of imagery. Levels III and IV provide command and control of the air vehicle and payload and imagery receipt. Level V provides complete C2, payload control, imagery receipt, and the ability to takeoff and land. These capabilities allow the battlefield commander to receive and in some cases direct the collection of imagery from any tactical UAV asset in the area of operations.

TCS is the Navy's UAV (Unmanned Air Vehicle) ground station for the VTUAV program as an associate contractor to Northrop Grumman. Raytheon will deliver the TCS core software components for Level V VTUAV operations..
