The shipboard AN/SPQ-11 Cobra Judy is an integrated, computer-driven surveillance radar system that supports U.S. missile and space research and development activities. It monitors and collects exoatmospheric and endoatmospheric data on foreign ballistic missile tests, complementing the Cobra Dane Radar System, which gathers exoatmospheric data.

The Cobra Judy’s data collection system is comprised of two radars — an S-band, computer-driven, phased array radar and an X-band dish radar. The Cobra Judy is installed on a dedicated shipboard platform, the U.S.N.S. Observation Island.
