Office of Justice Programs – Byrne Competitive Program
Amount: $2B
Overview: Assistance for tribal law enforcement for facilities, rural law enforcement to combat drug related crime and law enforcement along the southern border and the high intensity drug trafficking areas (HIDTA).

Urban Area Security Initiative (UASI)
Amount: $798.6M
Overview: The UASI program focuses on enhancing regional preparedness in major metropolitan areas. It directly supports the national priority on expanding regional collaboration in the national preparedness guidelines and is intended to assist participating jurisdictions in developing integrated regional systems for prevention, protection, response, and recovery.

Operation Stonegarden (OSPG)
Amount: $60M
Overview: The FY 2009 OPSG provides funding to designated localities to enhance cooperation and coordination between federal, state, local, and tribal law enforcement agencies in a joint mission to secure the US borders along routes of ingress from international borders to include travel corridors in states bordering Mexico and Canada, as well as states and territories with international water borders.

State Homeland Security Program
Amount: $861.2M
Overview: This core assistance program provides funds to build capabilities at the State and local levels and to implement the goals and objectives included in State homeland security strategies and initiatives in the State Preparedness Report.

Interoperable Emergency Communications Grant Program (IECGP)
Amount: $48.5M
Overview: The FY 2009 IECGP provides governance, planning, training and exercise, and equipment funding to states, territories, and local and tribal governments to carry out initiatives to improve interoperable emergency communications, including communications in collective response to natural disasters, acts of terrorism, and other man-made disasters.

Public Safety Interoperability Communications Program (PSIC)

Overview: The PSIC grant program is designed to assist public safety agencies in the acquisition of, deployment of, or training for the use of interoperable communications systems that utilize – or enable interoperability with communications systems that can utilize – reallocated 700 MHz spectrum for radio communications.

Assistance to Firefighter Grant Program (AFG)
Amount: $550M
Overview: The primary goal of the Assistance to Firefighters Grants (AFG) is to meet the firefighting and emergency response needs of fire departments and nonaffiliated emergency medical services organizations.

Port Security Grant Program (PSGP)
Amount: $388.6M
Overview: The FY 2009 PSGP provides grant funding to port areas for the protection of critical port infrastructure from terrorism. PSGP funds are primarily intended to assist ports in enhancing maritime domain awareness and enhancing risk management capabilities.

Buffer Zone Protection Program (BZPP)
Amount: $48.6M
Overview: The FY 2009 BZPP provides funding to increase the preparedness capabilities of jurisdictions responsible for the safety and security of communities surrounding high-priority pre-designated tier 1 and tier 2 critical infrastructure and key resource assets, including chemical facilities, financial institutions, nuclear and electric power plants, dams, stadiums, and other high-risk/high-consequence facilities, through allowable planning and equipment acquisition.

Metropolitan Medical Response System (MMRS)
Amount: $39.8M
Overview: The MMRS supports the integration of emergency management, health, and medical systems into a coordinated response to mass casualty incidents caused by any hazard. Successful MMRS grantees reduce the consequences of a mass casualty incident during the initial period of a response by having augmented existing local operational response systems before the incident occurs.

Intercity Bus Security Grant Program (IBSGP)

The program seeks to assist operators of fixed-route intercity and charter bus services in obtaining the resources required to support security measures such as enhanced planning, facility security upgrades, and vehicle and driver protection.
